The main user role for the application. These users have no administrative privileges. They can create and edit contracts. Power Users are assigned to either departments or specific contracts. If assigned to departments, Power Users can create new contracts for any of their assigned departments and view/edit contracts associated with those departments. If assigned to contracts, Power Users can only view/edit those specific contracts.
